Last week, I explored Phase 1: how AI agents coordinate through predetermined workflows. This article examines Phase 2, during which agents learn to negotiate autonomously.

Imagine: A semiconductor shortage is detected in Stuttgart. Within 15 minutes, agents from Taiwan, Korea, and the US discover each other, negotiate terms, form a coalition, and present a verified solution. No human is involved until the final approval.

This isn't 2035. The protocols enabling this (A2A, ACP, ANP) shipped in 2025. Companies are already building Phase 2 systems.
